Overkill and over-building. Adds weight. You get the char only within inches of the ejection charge. It doesn't char all the way up the motor/stuffer tubes. I've never seen that happen even after a E9/E12 cato blows a flaming slug of propellant all the way through the rocket.

I think maybe Jeff was kidding on some of that. At least that was my take somewhat.
